A wonderful, flavourful and overall well-executed deck!
You get a pretty powerful commander pairing, great manna base, and thematically unique and interesting game mechanics right out of the box.
It's quite a fun deck as-is and Who fans will enjoy this one, especially given its power level. It might be slightly busy to manage, but new mtg players should not be afraid to dive right in with this precon.
I've been playing with the deck for a while now, but with 20 or so upgrades. If your play group is a bit more competitive, I recommend focusing your build on the suspend and time travel mechanics, removing cards that are not strictly related to this.
There are many suspend and time token generating cards in other Magic sets that fit well with this deck (both mechanically and in theme) so have fun slowly iterating.
Armchair Generals were great to deal with and I believe the price for this product is quite competitive in SA.
